El Paso Water – John T. Hickson WRF Rehabilitation

El Paso Water’s John T. Hickson Water Reclamation Facility was treating flows on its newer treatment train alone, with the original train nonoperational since 1990. To restore that idle train, EPW pursued a design-build rehabilitation, and CEI joined the H2O Terra team to provide electrical, instrumentation, and controls engineering from preconstruction through 60% design. CEI delivered project management, cable/conduit and load-flow review, an equipment inventory and evaluation report, preliminary one-line and P&I diagrams, a cost estimate and schedule, and electrical drawings and specifications, positioning the team to restore the train and expand usable capacity.
